[ESMA 33-128-563 Securitisation Q&A, Q&A 5.1.11.c]

No. Under no circumstances can ND5 be entered in instances where the reporting entity deems that the information is not relevant to the risk assessment. ND5 is limited to being used where the information is not applicable to the field in question.
