Procurement Opportunities

On this page, you will find information about the procurement procedures of ESMA, as well as instructions on how to participate in them if your company is interested in working with ESMA.

In buying goods and services, ESMA ensures competition according to the rules governing European public bodies.

Participation in ESMA’s public procurement procedures is open on equal terms to all natural and legal persons coming within the scope of the EU Treaties. Procurement procedures of ESMA are not covered by the WTO Multilateral Government Procurement Agreement (GPA). Tenderers established in third countries (non-EU countries) do not have the right to participate in procurement procedures unless international agreements in the field of public procurement grant them the right to do so. In case there is no such agreement, or the agreement does not apply to the kind of contracts put out to tender, tenderers of third countries are not entitled to participate.

Open calls for tenders (€140,000 and above)

For purchases with a value of €140,000 and above, ESMA uses the open call for tenders procedure.

You can access the procurement documents for a call that interests you by clicking on the call's title listed below. You will be redirected to the Funding & Tenders Portal where you can download all procurement instructions and forms related to that specific call, including invitation letter, tender specifications, draft contract and any templates necessary for offer submission.

Negotiated procedures (below €140,000)

For purchases with a value between €15 000 and €139 999, ESMA uses negotiated procurement procedures which involves inviting candidates of ESMA's choice to submit an offer. Additionally, ESMA publish ex-ante notices to allow economic operators to express an interest in being invited to these negotiated procedures. You can express interest by clicking on the negotiated procedure’s title listed below. Please note that all deadlines refer to local time in Paris.

ESMA/2026/MVP/0006-EXA - Services de maîtrise d’ouvrage et de coordination du bureau de contrôle en environnement IGH / Provision of maîtrise d’ouvrage services and building control coordination services for works in a high-rise building environment

L’ESMA lance une procédure en vue de la conclusion d’un marché de services de maîtrise d’ouvrage portant sur l’accompagnement de projets d’aménagement dans un environnement d’immeuble de grande hauteur (IGH). Le marché comprend notamment l’assistance à l’obtention, au suivi et à la validation de l’ensemble des autorisations administratives, techniques et réglementaires requises, en coordination avec les bureaux de contrôle, les autorités compétentes et les autres parties prenantes concernées.

Le titulaire du marché assurera la coordination, le suivi et le contrôle de la phase d’exécution des travaux jusqu’à leur réception, ainsi que la clôture du projet. Les travaux seront réalisés par une entreprise préalablement désignée par l’ESMA.


ESMA is launching a procurement procedure for the award of a client-side project management services contract to support office fit-out and refurbishment projects within a high-rise building (Immeuble de Grande Hauteur – IGH) environment.

The contract includes, in particular, assistance with obtaining, monitoring and validating all required administrative, technical and regulatory approvals and authorisations, in coordination with inspection bodies, competent authorities and other relevant stakeholders.

The successful tenderer shall be responsible for the coordination, monitoring and supervision of the works execution phase through to final acceptance, as well as for the project close-out. The works will be carried out by a contractor previously appointed by ESMA.
