423.13 KB		 CESR is releasing today a consultation paper on possible detailed technical measures needed to implement the proposed Directive on Prospectuses to be published when securities are offered to the public or admitted to trading. These measures that are being developed on the basis of a provisional mandate given to CESR by the European Commmission on 18 March 2002 (published on 27 march 2002). The measures cover the disclosure requirements involving at least shares, bonds and other securities; the identification of the documents that can be incorporated by reference in a prospectus and used for annual updating requirements; the availability of the prospectus in an electronic format and via paper-based means of communication.

159.02 KB		 This paper puts forward the way in which the harmonisation of the institutional oversight systems may be achieved in Europe. In particular, it provides a definition of enforcement of financial information, selection techniques applicable by enforcers and a description of the responsabilities of the different parties involved. This SOP forms part of CESR\'s contribution to the task of developing and implementing a common approach to the enforcement of International Accounting Standards (IAS) in Europe. In order to give interested parties an opportunity to express their opinions on the SOP, CESR will hold an open hearing on January 7, 2003 at the CESR premises in Paris. The deadline for submitting responses to the consultation paper is 15 January 2003. Responses should be addressed to Mr Fabrice Demarigny, Secretary General, CESR by e-mail at secretariat@europefesco.org

322.44 KB		 CESR publishes today its technical advice, submitted to the European Commission on Tuesday 31st December 2002, on level 2 implementing measures in connection with certain aspects of the Directive on Insider Dealing and Market Manipulation (Market Abuse). The advice was requested by the Commission in accordance with the new Lamfalussy approach to regulating European securities markets, designed to build an integrated market in Europe. It is the first example of advice developed and submitted to the Commission under the new procedure.

The standard is being published today along with a feedback statement summarising the responses received during the consultation process (Ref. CESR/03-074). The standard represents a significant part of CESR\'s contribution to the task of developing and implementing a common approach to the enforcement of International Financial Reporting Standards (IFRS) in Europe.
