CESR published today, for a last round of consultation, revised proposals for common European standards for Alternative Trading Systems (ATSs) (Ref. CESR/02-001) in response to the important issues raised by respondents to the first consultation paper issued in June 2001. A feedback Statement summarising the responses received is also published (Ref. CESR/02-002) (See "Recent publications"). CESR invites comments to this second round of consultation by March 15, 2002. CESR intends to finalise the standards thereafter, with the aim of publishing final standards in June 2002.

CESR is today relasing a consultation paper on possible detailed technical measures needed to implement the proposed Market Abuse Directive (Ref. CESR/02-089b). These measures are being developed on the basis of a provisional mandate given to CESR by the European Commission.

During its fourth meeting in Copenhagen on June 11 and 12, 2002, CESR agreed on common European Standards for Alternative Trading Systems (Ref. CESR/02-086b) and on a harmonised professional and counterparty regime of investor protection (Ref. CESR/02-098b) that will complement the Retail Conduct of Business Rules (Ref. CESR/01-014d) adopted in April 2002.

The regulation of the Single Market for Financial Services calls for enchanced harmonisation of rules and day-to-day regulatory practices. Following the Resolutions of the European Council and of the European Parliament endorsing the Lamfalussy Report, the Committee of European Securities Regulators (CESR) is asked to advise the EU Commission in the preparation of implementing measures of EU Directives. In excerising this role, CESR is committed to work in an open and transparent manner and widely consult practitioners, end-users and consumers as stated in its Public Statement on Consultation Practices (Ref. CESR/01-007b).In addition to this, a Market Participants Consultative Panel ("the Panel") is established to assisst CESR in the performance of its functions.

CESR publishes today its technical advice, submitted to the European Commission on Tuesday 31st December 2002, on level 2 implementing measures in connection with certain aspects of the Directive on Insider Dealing and Market Manipulation (Market Abuse). The advice was requested by the Commission in accordance with the new Lamfalussy approach to regulating European securities markets, designed to build an integrated market in Europe. It is the first example of advice developed and submitted to the Commission under the new procedure.

CESR publishes today the first CESR standard on Financial Information: Enforcement of standards on financial information in Europe (CESR/03-073). The standard is being published along with a feedback statement summarising the responses received during the consultation process (CESR/03-074). The standard represents a significant part of CESR's contribution to the task of developing and implementing a common approach to the enforcement of International Financial Reporting Standards (IFRS) in Europe.
